DGCA Issues Draft Revised CAR-147 (Basic) for Aircraft Maintenance Training Organisations

Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA) has issued a draft revision of CAR-147 (Basic) – Approved Basic Maintenance Training Organisation (Issue 1, Revision 1) to align aircraft maintenance training requirements with the latest CAR-66 Issue III Revision 02 (September 29, 2025) and updated EASA Part-147 regulations. The revised framework prescribes technical and organizational requirements for institutions seeking approval to conduct basic aircraft maintenance training and examinations leading to aircraft maintenance engineer licensing qualifications. 

Among the key proposed changes, the draft removes the existing restriction limiting institutes to two student batches per category per year, thereby providing greater flexibility in training capacity. It also introduces the new B2L licence category, aligning the training regime with recent amendments in CAR-66. Further, revisions have been proposed to the guidance relating to the qualification, competency assessment, and revalidation requirements for instructors, knowledge examiners, and practical assessors. The draft continues to require approved training organizations to maintain appropriate classrooms, workshops, instructional equipment, training material, quality systems, and documented arrangements with approved maintenance organizations for practical training where necessary. 

The proposed CAR applies to approved aircraft and engine manufacturing and maintenance organizations intending to impart basic aircraft maintenance training in India. It also provides a pathway for organizations currently approved under earlier DGCA training regulations to transition to the CAR-147 framework through long-term technical arrangements with approved maintenance organizations. Once finalized, the revised CAR will govern approval, renewal, amendment, suspension, and revocation of maintenance training organization approvals and their associated privileges.
